Ubuntu 22.04 ships with the same version as Debian, but it does not work (has not worked since 21.10). 20.04 has VLC 3.0.9.

Ah, incompatibility with ffmpeg-4.4 until vlc-3.0.17. Ubuntu 20.04 shipped ffmpeg-4.2 with vlc-3.0.16 which worked fine. Then since 21.10, they updated ffmpeg-4.4 but kept vlc-3.0.16. Not sure when I'll get a chance to test, but if y'all are confident this has been fixed, I'll close out this issue. Thanks for following up!
