Can't Convert a Video to MP3 Using "Convert/Save" - VLC 3.0.16

I used to be able to convert a video to a MP3 file by using "Convert/Save", but since some days, it no longer works. I've tried this process on VLC (RMP Fusion for Fedora) and VLC for Windows. You shall find a video screen shot attached to this report. VLC-Convert-Video-to-MP3
