qml: fix artists pane can not be resized when the scroll bar is visible

I'm not sure since when this became a regression, but I don't see a reason why recent changes regarding the scroll bar would cause this. Perhaps it is about the Qt version (tested with 6.8).

I tried to check the other places, only here it seems to be a problem.
