[3.0] Add RIST protocol support using librist

This adds support for the RIST protocol using the librist library. The patch includes access and access_output modules. It replaces the current RIST implementation which only supports simple profile.

Some of this code seems to exist in VLC 4.0. The commits should be cherry-picked from there. Also don't use commits with the number of the commit in the title.

Do you want me to cherry pick from 4.0 and then add another commit to fix the items that do not compile? ... none of the commits on 4.0 can be cherry-picked without modifications.

The contrib one can be cherry picked. And if you update the version you should do it in 4.0 first.

If the cherry picking only fails for some minor differences between 3.0 and 4.0 you can mention the edits in the commit. I did not check the original commits. Maybe there are a lot of back and forth that would mean backporting and fixing a lot of commits. In that case it's probably OK not to cherry pick.
