include: fix doxygen warnings

Fix the warnings reported by doxygen related to include/, so that WARN_AS_ERROR can be enabled in the CI.

It does not really try to improve the documentation more than where it's required for the warnings to disappear.

Special note for diffutils though, where the structure is split for convenience.
