macosx: Handle mouse events from vout window instead of vout display

Maxime Chapelet requested to merge umxprime/vlc:umxprime/4.x/video-output/window-mouse-events/01 into master

These changes move the responsibility of handling mouse events to the vout window modules instead of the display. It's addressed for the macOS gui module and the libvlc vout window module.
