fix build with new Android NDK25

Tested with arm/arm64/x86/x86_64. I will see how to add a vlc-android 4.0 CI.

All contrib patches are being reviewed upstream or already merged.

Only VPX and rav1e are temporary/not clean.

A clean version of the VPX fix should first depend on !2161 (merged).
