You need to backport 2e2a7f63 to work-around the CMake issue

As for /builds/xqq/vlc/contrib/contrib-win32/libaribcaption/src/base/logger.cpp:71:31: error: invalid conversion from 'const char*' to 'char*' [-fpermissive] I think the issue is on your library, but trivial to fix.

This is mainly because I'm using C++17, but the MinGW GCC 6.4 used in Win32/Win64 build is too old that doesn't support C++17. I doubt if it's possible for VLC 3.x CI to switch to a newer toolchain, or maybe I have to downgrade to C++14.

Yeah, we focus on C++14 and we dont upgrade compilers in stable.
