contrib: bump libplacebo to 2.72.0 and glslang

Alexandre Janniaux requested to merge alexandre-janniaux/vlc:libplacebobump2 into master

Note: glslang bump is necessary for libplacebo and cannot be done previously because of libplacebo checks for versionning, and the removing of GLSLANG_PATCH_LEVEL upstream, so both are done in the same commit.
