ci: Use macOS catalina SDK for VLC 3.0 builds

David requested to merge dfuhrmann/vlc:switch-sdk into 3.0.x

In order to harmonize and modernize the builds, switch to the 10.15 SDK, which is also in use already for the arm version of VLC.
