Complete the `set_category()` purge

Lyndon Brown requested to merge jnqnfe/vlc:purge_sc into master

Following the merge of !395 (merged), this completes the removal of set_category() per e967f81f.

  • Purges it from the core option set.
  • Purges it from plugins.
  • Purges all remaining artefacts (bumps the plugin API in doing so).
