Regression: macOS VLC 3.0.0 can no longer play from incomplete .rar file sets
This is for macOS (not sure if this is a problem on other platforms).
In prior VLC versions (2.2.8), it was possible to play videos that were split up in multiple .rar files. And it was possible to play even if not all the .rar files were available. So if there was a set of 10 .rar files, but you only had the first 5, you could still play and seek within the first half of the video. This is very useful for previewing or watching a video as it is being downloaded instead of waiting for the entire thing to be downloaded first.
This stopped working in VLC 3.0.0. You now must the entire .rar file set before you can play it. VLC just gives up when you try to play when there are missing .rar files.
