Multiple downloads error

On the iPhone (I have an SE and the latest version OS), I can only download one file at a time. Even when I press download on multiple files one after the other, only the first file will get downloaded, then even if I go ahead and press download again for an additional file, nothing will download until I quit VLC and start again.
