CI: switch to a newer version of llvm-clang

This image has:

• a newer clang
• newer mingw-w64 headers/libs that are cleaner regarding UWP support
• compiled runtimes compiled with ucrt (as the image it's replacing)

This image also has the new windowsappcompat which should be used with windowsapp, which should be used when targetting win10.

And once this is merged we can use the 3.0 build.sh rather than the local hacks to build a UWP target.

There are still unmerged patches/hacks that may remain here for now.
