we're going for a similar behavior as in facebook and twitter where you're able to slide the views/ the player out to the right which will dismiss the view and in our case playback

Awesome! Go for it. We moved that for now to 3.3 because it's not a must have and has a lot of edgecases. For 3.2 We would be happy if the the current miniplayer would be updated to work with light and darktheme and correctly position itself when you rotate the phone.
When you start with the Video miniplayer There are cases that need to be thought of. For example: You play an Audio file in miniplayer mode and then select a Video. When you open a stream we won't know immediatly if it's Audio or Video and we should also think of displaying the buffering state. But that can be done step by step and probably with smaller follow up tickets :)

No, this is about the minimized player already known from the current iOS app. PiP will be done, but it hard with VLC and not part of the v3 release series.
I started refactoring some part needed for integrate this into our code base but there are some behaviours we might need to decide before going forward.
For example, how do we want to handle playlists that contains audio and video files ?
Should the mini player switch automatically from audio/video ?
