Draft: ForceVideoResume: not if playback is paused

If ForceVideoResume is enabled, reopening the app with a paused playback will reopen the video player, it shouldn't. There is no way to stop the playback completely from outside the app, so the user should be forced back in the video player after having paused the playback.
