WIP: IMediaLibrary: Remove enableFailedThumbnailRegeneration

Since we allow the re-generation of new thumbnails, this doesn't make much sense anymore

That being said, I'm not sure if we want to allow the re-generation of a thumbnail that failed due to a crash... I'll probably spawn a new issue to address this completely
