jni: get/set teletext page and transparency

Add jni methods top get and set teletext page and background transparency.

This change depends on this commit. For this reason, I bumped the hash in buildsystem/get-vlc.sh to the above mentioned, so the build pipeline passes. If this is usually handled in a different way, please let me know.
