buildsystem: update VLC hash and patches

Update HASH that include a smb2 fix with anonymous login.

Add back 0014-taglib-Fix-extraction-of-AAC-metadata.patch that was accidentaly removed in 31982663

Add patches fixing regression from 0015-keystore-use-the-system-keystore-from-the-first-try.patch
