Update vlc-debian-llvm-uwp to LLVM11

Steve Lhomme requested to merge robUx4/docker-images:llvm11-ucrt into master

It supports C++20 features that are needed to handle cppwinrt core properly. Prebuilt VLC packages are compatible between LLVM 10 and 11.

This package also contains a newer mingw64 (8 + some fixes for LLVM11)

The image is based Debian buster as newer versions use Wine 5 which doesn't work well with winetricks.
