vlc-debian-unstable: add unzip/libvpl-dev

This will allow using vckpg from this image.

This will help simplify vlc!6911 Ultimately an image for vcpkg should have almost 0 contrib from the system and pick everything from vcpkg. So we may even use a different image (alpine Linux?)
