vlc-debian-win64: update protoc to 3.4.1 (+ fix Docker build)

Supersedes !124 (closed) as it uses the same patches, some patches to bring both win32/win64 Docker files closer and the new patches for proper building (protoc and gcc) as in !205 (merged).
