libvlc: update to head, back port 1725 and 1745

Felix Paul Kühne requested to merge fkuehne/VLCKit:update-libvlc-1725-1745 into 3.0

This updates libvlc to include the latest stable patches and backports vlc!1725 (merged) as well as vlc!1745 (merged) from the mainline.
