Initial LibVLCSharp csproj update

Remarks:

• XML files are added -> Fixes VS intellisense
• description and summary edited -> Better description regarding platform support + features on nuget.org
• hack to pack android.awindow.dll (https://github.com/dotnet/cli/issues/3959#issuecomment-333318028), I do not like it.
• Update LibVLCSharp.Forms, LibVLCSharp.WPF csprojs
• remove nuspec files
• Update LibVLCSharp.Forms.WPF csproj to new sdk-style csproj
