Dialog.Dismiss should be able to be called safely multiple times

Dialog.Dismiss should be able to be called safely multiple times, returning false in case of error instead of throwing like other PostAction/PostLogin methods

Summary about what I told you in private:

• I don't like the finalizer
• Using Dispose() as a shortcut for Dismiss() makes the API unclear, remove Dispose() and explain to the user that they must call one of [PostAction, PostLogin, Dismiss]
