Debian split the sanitizer libs to a separate package. [0]

Debian now respects PEP 668 [0] which would require us to call pip with
`--break-system-packages`. Instead we can just install the packages from
Debian repos directly since they are up-to-date.

  wrapper around useradd, let's use that directly.

Needed for building d3d11. This enables win32/win64 CI.

We also have to add a `pkg-config` wrapper to the meson crossfile to
allow finding the generated `spirv-cross-c-shared.pc`.

The build.sh -o option used to set the prefix but now it's outputing
