ideally we would support current (6.0) version of snapcraft, but
at the moment installation process in docker is broken [1]. Proposed
workaround [2] is to download a specific version which is actually 5.0

It uses gcc11 which at the time of writing fails to build when cross
compiling to i686-w64-mingw32
