Both packages depend on libunwind-14-dev. However, gstreamer depends on
nongnu libunwind-dev. With both "providing" libunwind-dev, the nongnu
libunwind-dev is then removed. Without nongnu libunwind-dev, pkg-config
deems gstreamer not installed. Consequently VLC's configure also does
not find gstreamer, meaning that the gstdecode module won't be build.

As no project using vlc-debian-unstable depends on Clang's libc++ being
available (instead of libstdc++), simply remove libc(abi)++-dev to fix
building the gstdecode module in VLC CI.

Qt Quick Test was half installed, the C++ classes and .pc file

This is the latest update of the SDK.

We don't need the buster backport anymore.

This will provide a much newer CMake. The NDK requires CMake 3.19 to use
its toolchain file properly. Debian bullseye only has 3.18.

We are adding a webserver to vlc-android and need a container with
nodejs to build it and deploy with the app.

This is not automatically pulled in because it's not listed as a hard
dependency, just a recommendation.

As an aside, drop the specific version from the jammy tag used as base -
this is pointless because we do an `apt upgrade` in the docker build
process anyway.

Debian split the sanitizer libs to a separate package. [0]

Debian now respects PEP 668 [0] which would require us to call pip with
`--break-system-packages`. Instead we can just install the packages from
Debian repos directly since they are up-to-date.
