Apparently, the nightly-win64-ucrt-llvm build includes libplacebo. So we
need to update this image as well.

As the name suggests, it's an image for medialibrary CIs containing a
prebuilt VLC 4.0

We'll soon have both versions so this will clarify what's in which image

It isn't used anymore

Forgot this one in my previous round of commits, needed for the VLC
win64-llvm build.

No idea why this isn't pulled in by default anymore, but creating a GLES
context aborts() without it. Fun stuff.

New LTS. Note that the Vulkan SDK does not officially support this
version of Ubuntu yet, which is why we're still using focal packages
for it.

Turns out we were quite a bit behind on SDK version updates.

Newer distributions set /dev/dri/render* to root:render instead of
root:video.  The render group is created by udev, so put it into the
installed packages.

There seems to be some kind of bug where gcovr 5.1 won't parse branch
data with negative counts. [0][1]
It's not entirely clear (to me) whether this is a gcovr or gcov bug [2],
so for the time being downgrading seems to be the easiest option.

Update to the next major release with bug fixes and additions in :
- dynamic linking
- non pthread wasm workers
- musl update
- thread safety when using wasm sjmp/lgjmp
