NetCore sample: Use TargetFramework singular to not have to specify --framework when running from CLI

Also fixes tests

It does not load in VS4Mac, no easy way to only load it on Windows (moved to libvlcsharp-samples repository)

This commit contains a LibVLCSharp integration with GTK with optional
Xamarin.Forms support. It works on Linux and Windows only
(see https://github.com/mono/gtk-sharp/issues/257 as to why).

It is being created by Marshal methods. Adding the ctor makes the compiler warning go away without having to pragma disable them.
