The locking is causing jitter of ~400ms in certain tests, causing
breakage. And flow peer list is already protected by flow mutex

The segfault was caused in printf due to wrong type info.

TODO: go over other instances of printing where types may be wrong

Defaulting to 2 with the special VSF ethertype breaks backwards
compatibility, so instead default to 1 and try to upgrade to 2.

Windows, and mingw-w64 by extension, lacks the st_mtim field and does
not provide nanosecond precision in the stat struct.
