Update display name of `zh_TW`

In the earlier merge request, I thought it too arbitrary to update zh_TW without our zh-Hant team's consent.

Now it turns out that the name was Traditional Chinese from 2007 to a few days ago (when it was overwritten by the default names on Transifex :P )
