So we are matching the version used by the other Dockers targeting Windows. We have to build our own cmake which was 3.18 in bullseye. Same version of buster as the other images.

This image contains headers to support MMAL and other hardware specific features. No need to add Raspbian packages mixed with Debian native packages. No need to install contrib packages. They can be built once with the proper version from contribs and used as prebuilt contribs later. Thus the image is smaller. We do keep the Qt5 prebuilt as building from contribs on Linux has good chances of not working. Also prebuild cmake and protobuf so they are not rebuilt each time.

For win64 this will allow us to generate a json test summary. For all platforms, it also has a better display of the tests results when run in parallel, while the version we're using on win32 is dumping all the results at the end. I'm also hoping that this updated version will fix some of the sporadic failures.

They are (at least temporarilly) failing quite often.
