Hopefully a newer gnutls will fix snap build issues on VLC 4.0.

VLC doesn't build properly without them.

This image contains headers to support MMAL and other hardware specific
features.

No need to add Raspbian packages mixed with Debian native packages.

No need to install contrib packages. They can be built once with the proper
version from contribs and used as prebuilt contribs later. Thus the image
is smaller.

We do keep the Qt5 prebuilt as building from contribs on Linux has good
chances of not working.

Also prebuild cmake and protobuf so they are not rebuilt each time.

 * git-core is an ancient alias for git

The version we're currently using is incompatible with a JRE > 8, and
we'll need to update java to be able to use a new gradle

For win64 this will allow us to generate a json test summary.
For all platforms, it also has a better display of the tests results
when run in parallel, while the version we're using on win32 is dumping
all the results at the end.
I'm also hoping that this updated version will fix some of the sporadic
failures.

They are (at least temporarilly) failing quite often. This can
definitely be reverted once the builds don't fail randomly with

This is needed for the linux/limits.h header that breakpad requires.

And enable verbose output to try and figure out why it doesn't install
properly in DIND

- add missing contrib dependency : gperf
- move to buster
- add $EMSDK_VERSION to better detect errors
- remove unused patch

And bump base images & image dates

Needed for new libplacebo features. Might as well install them all, just
to be on the safe side.

Needed to test the mingw builds. Also add them to the meson crossfiles,
and fix them for modern versions of meson.
