FLAC files suddenly skipping at the same timestamp

I'm having an issue with VLC 3.0.18 where FLAC files that were working correctly before are now suddenly skipping audio at the same time each track. I have reproduced this with multiple computers with fresh VLC installs. Other players are not having this skipping issue with the same file so it's clear that this is an issue with 3.0.18
