LUA YouTube Video Lockup - Similar To Throttling Issue

Starting on 11/12/21, a phenomenon similar to the data transfer throttling issue (fixed with ticket #26174 (closed)) has been occurring. When using the Open Network Stream function, video play randomly locks up at start up for prolonged periods of time or play parts and then pauses for an extended time with VLC 3.0.16 and the latest version of youtube.lua version (10/22/21).
