VLC 4: Scrolling sluggish and has rubberband effect on desktop

Compared to how scrolling works in other apps (for comparison here the Windows 10 Settings app), scrolling in the main window lists of VLC is weirdly slow and has a rubberband effect when scrolling past the end, although only when not already scrolled to the end. This effect is unexpected on Windows Desktops and afaik only used in tablet mode when touch input is used.
