Charset mismatch in HTTP interface

The HTTP interface sets the charset in HTTP headers according to VLC's locale, but the html pages have Latin1 as hard-coded charset. This is invalid for every one except for Unix users with Latin1 as charset (meaning it's always incorrect on Windows, and it is incorrect for us-ascii, UTF-8, etc, Unix locales).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
