Regression in test video playback broken in 3.0.3 & nightly, good in 2.2.8

Hi, I spotted a regression in VLC playing back one of my test video files.

Attached is a video file which plays nicely in VLC 2.2.8 but triggers

  • a broken video display with freezes and artifacts in VLC 3.0.3 for win64
  • a video shaking sideways in vlc-4.0.0-20180717-0520 for win64
