Add support for downloads from SMB shares

So far, the offering of downloads from network servers is inconsistent. It is supported for FTP, UPNP/DLNA and Plex, but not for SMB which is used by the majority of users. The historical reason is that SMB is provided by libvlc which wasn't allowed to receive a download feature back then (because "it is not a file browser, use a file browser for file browsing"). We should rediscuss this stance.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
