Allow Standard Time in Clock Display option for Android TV UI

Simple feature request. Allow users to select between military or standard time on Android TV UI. Currently, it's military time only. (20:00 instead of 8:00pm)

This will allow users to make the VLC clock consistent with the Android TV launcher clock which is standard time.
