`What's new in VLC` Panel should not be displayed to fresh installs

Description

It needs to be decided if the panel for new installations of VLC should be shown.

Expected behavior

The panel should appear after the new user setup procedure or not appear at all for fresh installations.

Actual behavior

The new version features panel is currently displayed in an unusual manner to fresh installations after the first reboot of the App.

Steps to reproduce

1. Discard VLC from your device
2. Install the upstream version of the App
3. Skip the setup carousel
4. Reboot the app, the panel should appear at startup
