[Feature Request] When enabling the custom picture-in-picture the app has to check if the overlay is on

ANDROID When enabling the custom picture-in-picture of vlc, the app should check if the overlay is turned on for the app; if it is not, the app HAS to ask the permssion of overlay until the user gives it. if the user wants the custom picture-in-picture enabled, the overlay for vlc must be enabled. actually when enabling the custom PIP vlc doesn't ask the overlay permission so the user might have no clue about the absolute necessity of the overlay activated. I don't know if this feature is already present on other version of android but on android 8 (huawei p8 lite 2017) it is not present.
