Resume Video: doesn't work if device screen is locked or turned off

Description

Steps to reproduce

1. Play a video
2. Seek a bit
3. Pause video
4. Turn off your device
5. wait a bit (5sec), or longer, until Android kill VLC
6. Turn on
7. Go back to the main VLC video grid view (Video is normally still here when you turn on)
8. Progression is not saved.
