Cache libvlc builds when compileAndBuildVLCKit.sh/libvlc hash doesn't change

Like done in vlc.git for the contribs, we could cache the libvlc builds on the FTP for following builds when they wouldn't change, to improve the speed of the CI.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
